The short answer

Why there is no cart
A subscription is not a product that ships. It is a username, a password and a server address issued against a plan, and it has to exist on a server before it can be handed to you.
That is why the whole thing happens in a conversation. Buying IPTV in the UK is closer to arranging something than to checking out, and that is the part that catches people out.

No hardware. You are buying credentials, not a device. If the television or stick you already own can run a player app, that is the whole equipment list.
